Red Lake Community Emergency Response Training (CERT)

Sixty youth on the Red Lake Reservation who were enrolled in the Community Emergency Response Training (CERT) Program began a rigorous 9-day training on June 20, 2005. The training consisted of 8 hours of cardiopulmonary resuscitation (CPR)/Automated External Defibrillator (AED) training; 40 hours of Medical First Responder training as required by the Minnesota Emergency Medical Services; and 24 hours of Community Emergency Response Training. Fifty-nine of the 60 youth enrolled completed the training and graduated from the program with a certificate in each of the 3 training areas.

The Administration for Native Americans (ANA) and the Indian Health Service (IHS) have partnered to provide reservation communities with CERT training. The CERT Program educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills such as: fire safety; light search and rescue; team organization; and disaster medical assistance.

Reservation communities often have natural and human disasters, but do not have immediate access to emergency services. This training empowers youth on the reservation to get involved in community activities, coordinate community teams, and provide job training skills and employment options.

The Red Lake CERT graduation was held on June 29, 2005. Opening remarks were made by Tribal Chairman Floyd Jourdain, Jr., and Robert Parisian of Native American Management Services (NAMS) acted as Master of Ceremonies. Robert congratulated the students on behalf of the Commissioner and handed out certificates and CERT backpacks. Each graduate received a First Responders Backpack containing all of the necessary CERT equipment. They were then honored with a song and drum performance and received personal congratulations from each Tribal Council member as well as community members.

The new graduates were able to put their training to use the following week during the Red Lake Pow-Wow held July 4-6, where they were visible walking around the area wearing their identifiable vests and carrying their backpacks in case of emergency.
